Well, One whole week ago I tried and got the usual BS error message that I had to wait to deactivate it, so I waited an entire week.
If you touch it, it resets the count back to 0. You have to not touch it for an entire week, and then it will let you. Instagram won't let you deactivate your account if you touch instagram at all in a week's time.
I've had mine deactivated for most of the last few years, but I occasionally reactivate it, see what a sh!t show it is, and then deactivate it again.
